WhatsApp API Pricing for Malaysian B2C Businesses in 2026

TL;DR: WhatsApp API costs in Malaysia include Meta’s per-message fees plus a platform subscription

WhatsApp API pricing for Malaysian businesses has two main layers: Meta’s messaging charges and the cost of the platform your team uses to manage conversations.

  • Meta’s Malaysia rates: RM0.3467 per delivered marketing message and RM0.0564 per utility, standard authentication or chargeable service message. Each business phone number gets 1,000 free service messages a month.

  • Your total bill: Add the Business Solution Provider (BSP) platform subscription and any provider markup to Meta’s fees. Compare the cost at your expected contact and message volumes, rather than choosing on the subscription price alone.

  • With respond.io as a BSP: Meta’s fees pass through without markup. Pricing based on the contacts you talk to each month and AI Agents that respond around the clock give you more control over costs as conversations increase.

  • Who this suits: Mid-market B2C businesses handling 500+ customer chats a month. Below that volume, the WhatsApp Business App or a lighter inbox tool is generally the better fit.

Mid-market B2C businesses in Malaysia that use WhatsApp for sales and customer support need to know what they’ll actually pay each month, not just the price per message.

Respond.io is a customer conversation platform for mid-market B2C businesses whose customers chat or call before buying or booking. This article sets out Meta’s Malaysia rates in ringgit, the platform costs and a sample monthly budget, then explains how respond.io keeps cost per contact low as conversations grow.

WhatsApp message rates in Malaysia

The types of messages your business sends have a direct effect on its WhatsApp budget. Sending 1,000 promotional messages to Malaysian customers costs RM346.70 in Meta fees, while 1,000 order updates cost RM56.40. A business running regular campaigns therefore needs a different budget from one mainly answering inquiries and sending transaction updates.

Meta’s published WhatsApp rates, effective October 1, 2026, set these prices in ringgit:

Message type

Cost per delivered message

Marketing, such as promotions and offers

RM0.3467

Utility, such as order and delivery updates

RM0.0564

Standard authentication, such as verification codes

RM0.0564

Service, such as replies to customer inquiries

RM0.0564 after the free allowance

Each business phone number receives 1,000 free service messages a month. After that, customer replies become part of your messaging bill too. Utility templates are charged even within the 24-hour customer service window, unless a free entry point window applies. The exception is a free entry point window: when a customer messages your business from a Click-to-WhatsApp ad or a Facebook Page’s WhatsApp button and you reply within 24 hours, Meta doesn’t charge for any messages in that conversation for up to seven days after an ad click, or 72 hours after a Page button.

For a useful monthly estimate, count the outbound messages your team sends, rather than the number of customer chats alone. One inquiry might need two replies, while another needs several exchanges before a customer buys. Incoming customer messages remain free under the October pricing rules.

What goes into your monthly WhatsApp API bill

Your monthly WhatsApp API cost is Meta’s message fees, plus the BSP platform subscription, plus any provider markups. A quote that shows only one of these does not tell you what the business will spend.

Meta’s messaging fees

Meta charges for each delivered outbound message at the rate for its category and the recipient’s country, using the rates above. This is the part of the bill that rises with every message your team sends, while the platform subscription stays fixed until you pass a plan limit. You can get a rough calculation of your business's Meta fees by using our WhatsApp API pricing calculator.

The WhatsApp BSP platform subscription

Most businesses using WhatsApp API subscribe to a WhatsApp Business Solution Provider (BSP), which provides your WhatsApp Business Account (WABA), connects your phone number, and acts as the messaging software layer (inbox, automation, and integrations) so your team can run WhatsApp conversations. Compare the monthly fees including contacts and users, then calculate what happens when either increases.

WhatsApp API provider markup and additional fees

A WhatsApp API provider may add a percentage markup or a separate usage fee to Meta’s charges. Ask whether the quoted message rate is Meta’s rate or a combined price, and whether setup, number hosting or payment-processing charges apply.

With respond.io, there is no WhatsApp message markup. From October 1, 2026 until further notice, respond.io is also waiving the card processing fee on WhatsApp balance top-ups.

A monthly WhatsApp API budget in practice

While every business’s expenses will vary based on size and message type, here’s an example: a Malaysian business talking to 1,000 distinct customers in a month could spend RM1,426.60 on Meta messaging fees under the MYR rate card, plus its platform subscription.

In this example, the business uses one WhatsApp number and sends the messages below to Malaysian recipients. All messages are delivered outside a free entry point window, authentication uses the standard rate and the business has its full monthly service allowance available.

A BSP that charges a 10% provider markup would add RM142.66 to those Meta fees, taking the messaging component to RM1,569.26 before the subscription. With no markup, that extra cost disappears.

How to reduce WhatsApp costs as messages increase

The most useful savings come from removing avoidable charges and reducing the number of paid messages needed to resolve a customer’s request.

Compare the full bill at your next volume

Model the subscription, contact allowance, users and message fees at both your current usage and a busier month. A lower subscription only saves money if additional usage charges do not outweigh the difference.

For a business already using WhatsApp API, an invoice showing charges above Meta’s published rate is a reason to review the provider’s fee breakdown. Separate any markup from currency conversion or payment-processing costs before comparing quotes.

Send complete answers in fewer messages

Combine details that belong together. An order confirmation can include the order number, delivery estimate and tracking information in one message instead of three separate notifications.

For service replies beyond the free allowance, reducing 10,000 chargeable messages to 8,000 would save RM112.80 at Malaysia’s rate. The goal is a clear answer with fewer unnecessary messages, not a shorter answer that creates more questions.

Respond to ad inquiries while free messaging is available

Messages inside a free entry point window cost nothing in Meta fees, which makes ad inquiries the cheapest conversations your team can have, as long as someone replies within 24 hours.

For leads arriving overnight or during a campaign surge, respond.io’s AI Agents can provide the first response without waiting for an employee’s shift. They can then answer product questions, qualify interest and guide customers toward a purchase or booking, bringing in a person when needed.

Fast replies to eligible ad inquiries therefore do two jobs: they keep leads engaged and secure the free messaging window.

How respond.io keeps cost per contact low as you grow

Respond.io is a customer conversation platform for mid-market B2C businesses whose customers chat or call before buying or booking. Its cost advantage combines pass-through WhatsApp billing with pricing based on the contacts you talk to each month.

Meta’s rates without a message markup

Whether a customer needs two replies or twenty, respond.io adds no markup to Meta’s WhatsApp fees. Its current waiver on card processing fees for WhatsApp balance top-ups removes another charge from funding those messages.

That makes message-heavy sales conversations easier to budget: Meta’s charges still apply, but the provider does not add another fee to each message.

A lower platform cost per contact as usage increases

Respond.io charges are based on Monthly Active Contacts, the number of people a team actually talks to each month, and that rate gets better at higher volume. For example, the Growth plan with 1,000 Monthly Active Contacts costs US$199/month — about US$0.20 per contact. At 5,000 Monthly Active Contacts, the same plan costs US$399/month — about US$0.08 per contact. The per-contact cost drops as the tier increases.

Meta Premier Partner access and support

As a Meta Premier Partner and TikTok Marketing Partner, respond.io gets direct platform support and early access to new features. Teams can manage WhatsApp chats and calls in one place when a customer needs a live conversation to finish a decision.

Respond.io also provides 24/7 human and AI support. A team running evening campaigns can get help with a messaging or billing issue without waiting for the next business day.

More value from the leads you already pay for

With Meta’s new rates, it makes sense to take advantage of Meta ads since they open up the free entry point. Respond.io helps businesses optimize these messages from ads for conversions. For example, respond.io customer Malaysian courier service ParcelDaily unified conversations across teams, used AI Agents to collect customer details and sent conversion signals to Meta through Meta’s Conversion API and to TikTok through Lower Funnel Events.

Thanks to this, ParcelDaily saw 60% more conversions, 35% more Facebook and TikTok leads and a 10% decrease in cost per lead from Meta ads.

For businesses handling 500+ customer chats a month, respond.io is worth evaluating when message markups are increasing the bill, ad inquiries wait beyond response targets or teams lose track of follow-ups. Zero markup, contact-based pricing and AI Agents address those costs together. Start a free trial to assess the setup against your contact volume and team needs.

FAQs about WhatsApp API pricing in Malaysia

Can my business pay WhatsApp API fees in ringgit?

Yes, for Meta’s messaging fees on eligible accounts. Meta offers MYR billing for WhatsApp Business Accounts created from April 1, 2026 with MYR selected as their currency. The billing currency is set when the account is created, so an existing USD account keeps the USD rate card.

Do Malaysian businesses pay Malaysia’s rate for every customer?

Meta’s messaging rate depends on the recipient’s country calling code. Malaysia’s rate applies to Malaysian recipients, rather than to every message sent by a Malaysian business. Messages to customers in other countries use those destinations’ rates in your account’s billing currency.

For a business serving both domestic and international customers, calculate each destination separately instead of applying Malaysia’s rate to the entire customer base.

Is the seven-day WhatsApp ad window available to every account?

Click-to-WhatsApp ad conversations can receive up to seven days of free messaging when the business replies within 24 hours. Meta is rolling out the extension, so some accounts still receive 72 hours. Facebook Page WhatsApp buttons continue to open a 72-hour window.

The free entry point window concerns messaging charges. It does not remove ad spend or the platform subscription. It also does not replace the customer service window: outside the 24-hour window following a customer’s latest message, businesses still need an approved template to message them.

Are volume discounts available for Malaysian recipients?

Yes. Meta’s MYR rate card lists discounted tiers for utility and authentication messages. For Malaysian recipients, the first utility discount starts at message 150,001 in a month, with a rate of RM0.0536 for that tier. The first standard authentication discount starts at message 100,001, also at RM0.0536.

These discounts apply to the messages within the relevant tier, rather than repricing every message at the lowest rate reached. Do not assume the same discounts apply to marketing or service messages. Authentication-international has a separate Malaysia list rate of RM0.1685 and its own eligibility rules.

Is respond.io worth subscribing to if WhatsApp is our only channel?

Respond.io is a customer conversation platform that includes a centralized inbox, AI Agents and reporting. For a WhatsApp-focused business, the fee is justified when those capabilities address measurable problems such as unanswered ad inquiries, inconsistent follow-up or rising provider markups.

The platform also handles other channels and works alongside an existing CRM, so the investment can cover more than a WhatsApp-only tool or shared inbox. Below 500 customer chats a month, the WhatsApp Business App or a lighter tool is generally the better fit. Before adopting respond.io, allow time to configure AI Agent instructions, customer information and handoffs, then test them against real customer scenarios. Respond.io’s 24/7 human and AI support can answer setup questions as you test, so configuration doesn’t stall waiting for office hours.
